Leading countries on the world stage, such as the United States or Western Europe, are believed to receive more citations than scientists from other regions with similar research. According to scientists, a big influence on bias, in addition to the name of the journal, the ranking and the topic of the research, is the national science budget, which allocates funds for publications and fees for access to open databases and libraries.

The Open Access Week is an international event that provides an opportunity for scientists and researchers to participate in the dissemination of knowledge about open science and the direct exchange of knowledge about political and social issues that affect modernity. Leading organizations and scientists want to contribute to Open Access.

The Open Access Week 2022 will be held for the twelfth time, from October 24 to 30. The theme of the event is "Open for Climate Justice". The Open Access Week Advisory Committee's theme is not unreasonable, as the climate crisis is one of the most important issues for the international community, so knowledge needs to be maximized and used to address climate issues. And despite geographic and economic borders and differing viewpoints, we must all do our part to make knowledge accessible and connect communities.

A Preprint is a fully drafted research paper that is available as Open Access to all, before it undergoes peer review. Thus, authors are able to share their research quicker as compared to journal publishing, which is a thorough and longer process. The papers published on preprints servers are assigned with DOI and citable at discretion of the user, as the papers have not undergone the scrutiny of a peer reviewer. Portal Освіта.ua has compiled a regular ranking of higher education institutions of Ukraine. Analytics is based on indicators of scientometric database SciVerse Scopus in April 2022, which indexes the scientific journals, the materials of conferences and books, including monographs published by the PC TECHNOLOGY CENTER. Knowing the number of publications by the university staff and the number of their citations, the portal Освіта.ua was able to get the Hirsch index for each HEI. Also, the ranking shows the order of universities from the highest to the lowest Hirsch index. However, a low Hirsch index does not mean that the HEI does not conduct research and its researchers are not published. However, they are not quoted much due to the specific nature of the research.
